Meralco Foundation brings power access to remote Bulacan community

One Meralco Foundation (OMF) has energized 47 low-income households in Isla Pugad, a remote fishing village in Hagonoy, Bulacan, marking another expansion of its Household Electrification Program to bring safe and reliable power to underserved communities.  

Why it matters

Electricity access directly influences income stability, safety, and long-term productivity in fishing communities like Isla Pugad, where many families rely on nighttime preparation work, early-morning trips, and limited household appliances. 

The project bridges a critical development gap in an area historically constrained by logistical challenges.

Driving the news

The energization was completed in partnership with Meralco’s Malolos Business Center, the Plaridel Sector Office, and local government units. 

The initiative provided both technical and financial support so residents could secure their own service accounts with the power distributor. 

This effort, announced in a press release, comes after years of many households depending on submetering arrangements because they could not afford service entrance installation costs.

Isla Pugad, reachable only by a 30-minute boat ride from the Paombong port, has long struggled with electrification barriers due to distance and limited infrastructure. Many residents rely on fishing, boat rentals, and market vending to support their families.

The Household Electrification Program is a collaborative effort involving several key groups. It was made possible by the initiatives of Barangay Pugad, spearheaded by Capt. What the residents are saying

Senior citizens Felino and Blesilda Fajardo shared that they had relied on a neighbor’s power source for decades. With submetering costs reaching about P300 per month for minimal use of lights and an electric fan, Felino said managing their consumption was difficult. 

After Meralco introduced OMF’s program in the community, they immediately applied. Now with their own meter, they are saving more and planning to add entertainment appliances at home.

Local impact

Barangay Pugad Captain Jimmy Gregorio expressed gratitude to Meralco and OMF for supporting electrification efforts, clearing dangling wires, and helping families secure their own meters. He said these steps move the barangay closer to its goal of ensuring full household electrification.

OMF president Jeffrey O. Tarayao said, "Our work in Barangay Pugad reminds us that reliable power should be available to everyone, regardless of distance or accessibility. By conquering the logistical, financial, and geographical barriers to serve this fishing community, we enabled productivity and opportunities for these families to have a better life.”
