In December 2025, Dakila Carlo “Dax” Enriquez Cua, governor of Quirino Province and president of the Union of Local Authorities of the Philippines (ULAP), made his way to the Senate with a proposal: give local governments greater resources to undertake smaller infrastructure projects and help sustain economic activity as public works construction slowed.
