GSIS loan buyout program to help gov’t workers ditch predatory lenders

Government workers trapped in high-interest loans can now breathe easier, thanks to the Government Service Insurance System’s (GSIS) improved Ginhawa Max Loan Buyout program. 

This enhanced initiative enables qualified public servants to pay off costly debts and consolidate them under more affordable terms—with interest rates as low as 6 percent a year, repayment periods of up to 10 years, and zero service fees.

Under the program, GSIS will buy out existing high-interest loans—even from predatory lenders—and offer a fresh loan of up to ₱5 million or 19 times the borrower’s monthly salary, whichever is lower. This empowers government employees to regain financial control and avoid falling deeper into debt traps.

He emphasized that the Ginhawa Max Buyout is part of the broader GSIS Ginhawa Series, which includes other flexible loan offerings like Ginhawa Flex and Ginhawa Lite.

Making the process more accessible, GSIS has removed the requirement for a Memorandum of Agreement (MOA). Instead, only a Letter of Intent (LOI) from the agency head or authorized representative is needed—making it easier for borrowers to apply.

To avail of the program, applicants must schedule an appointment through the GSIS Touch mobile app and submit necessary documents, including a payslip and loan statements. 

Basic eligibility includes at least one posted premium in the last six months, no ongoing GSIS loan defaults, and compliance with the net take-home pay rule under the General Appropriations Act.
