According to the DTI, the first EOE-certified firms are Dole Philippines Inc., Philsaga Mining Corp., Krystle Exports Philippines Inc., and Bosch Service Solutions Inc.
Under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act—formally known as Republic Act No. 12066—companies exporting at least 70 percent of their annual output may apply for EOE certification.
Once certified, enterprises gain access to VAT zero-rating on local purchases of goods and services, and VAT exemption on the importation of goods directly used in export operations.
These targeted tax incentives are designed to reduce operational costs, enhance export competitiveness, and encourage reinvestment in innovation and business expansion.
“This landmark initiative marks more than a policy breakthrough—it signals our readiness to compete, scale, and lead in the global market,” said DTI Secretary Cristina A. Roque. “By strengthening the ability of our exporters to expand their reach, we are also generating jobs and driving inclusive economic growth.”

The ceremonial awarding, led by the DTI’s Export Marketing Bureau (DTI-EMB), marks the official rollout of the CREATE MORE Act’s VAT-related provisions for the export sector.
