Trade and Industry Secretary Ma. Cristina A. Roque, who chairs the Construction Industry Authority of the Philippines (CIAP), said the probe seeks to restore accountability and public trust in the accreditation process.

PCAB regulates and accredits contractors, a gatekeeping role that ensures construction projects meet both legal and quality standards. Questions over its integrity raise concerns for stakeholders and consumers across the construction industry.
The plan
Roque said the investigation will thoroughly review the conduct of current board members and officials. Findings could lead to recommendations—including their possible removal—to the President.
“This is about ensuring accountability and transparency,” Roque said. “The DTI will pursue this investigation thoroughly, fairly, and without fear or favor. Those found to have engaged in wrongdoing or who compromised the public interest will be held accountable. We will not hesitate to recommend to the President the removal of anyone found to have compromised the public interest or engaged in wrongdoing.”
Fact-finding team
The DTI has created a fact-finding team to oversee the investigation, coordinate with relevant agencies, and recommend reforms to prevent future lapses. The team will conduct the inquiry in line with due process and applicable law.
