The collaboration aims to address longstanding challenges faced by returning Overseas Filipino Workers (OFWs), including limited access to coordinated reintegration programs, sustainable livelihood opportunities, and financial management resources after their employment abroad ends.
Why it matters
Millions of Filipinos work overseas, and many face financial uncertainty when they return home. Government agencies and private-sector partners have increasingly focused on helping former migrant workers build long-term financial stability through entrepreneurship, savings, and digital financial services.
Under the partnership, CFO initiatives will be integrated into the GCash digital ecosystem, allowing returning migrants to access reintegration programs, financial tools, and entrepreneurship opportunities through a single platform. The agreement also seeks to streamline government transactions by introducing additional digital payment channels for CFO services.
A key component of the initiative is the development of a dedicated migrant marketplace within the GCash app. The marketplace will provide returning Filipinos with opportunities to explore small business ventures and alternative income sources as they transition back into local communities.

CFO chairperson Dante Ang II said the partnership strengthens the agency’s mission of supporting Filipinos abroad and upon their return to the country.
“We are pleased to welcome another valued partner in advancing our financial literacy initiatives. Now more than ever, it is essential that Filipinos overseas are provided with wider support and education on digital savings, responsible investment practices, and overall financial wellness,” CFO Chair Dante Ang II said.
The initiative is expected to improve access to reintegration services, enhance financial capability, and expand income-generating opportunities for returning migrants while improving the delivery of government support through digital and on-ground channels.
GCash head of international transfers Julie Ann Abalos said the agreement underscores the company’s commitment to financial inclusion.
"More than just a formal agreement, this is a shared promise that wherever Filipinos may be in the world, they have a trusted partner in helping them progress and achieve their dreams," Abalos said.
What’s next
The partnership will be rolled out in phases through 2026, with additional program details to be announced as implementation progresses. GCash will also support CFO’s Pre-Departure Orientation Seminar and related orientation programs, helping OFWs gain financial knowledge and tools from deployment through eventual reintegration.
Beyond returning migrants, GCash said it also aims to help Filipinos who have permanently settled overseas remain financially connected with their families in the Philippines. —Ramon C. Nocon | Ed: Corrie S. Narisma
