This collaboration addresses both digital inclusion and livelihood generation by equipping 600 new beneficiaries with training in beauty, social commerce, and digital entrepreneurship.
Why it matters:
“When women earn, entire communities rise,” said Maica Teves, executive director of SPARK! Philippines, a nonprofit organization that aims to empower women and women’s organizations to become key partners in national development.
The program supports MSMEs under DTI, offering training on:
Beauty fundamentals (skincare, haircare, makeup)
Content creation and TikTok Shop management
Affiliate marketing platforms
Financial and business literacy
Mentorship and job-readiness skills
By the numbers:
2,346 women have already completed training in Quezon City and Makati since 2023
600 more will benefit from the nationwide rollout

Globally, L’Oréal's Beauty for a Better Life initiative seeks to uplift 100,000 lives by 2030
What they’re saying:
“We at DTI are proud to work with SPARK! and L’Oréal—two organizations showing how empowerment goes beyond resources to include dignity, skills, and confidence,” Trade and Industry Secretary Ma. Cristina A. Roque said.
“This partnership shows that when the private sector and government collaborate, we can transform lives at scale,” according to Yassine Bakkari, country managing director, L’Oréal Philippines
The big picture:
The program’s nationwide expansion aligns with DTI’s push for a digitally empowered, resilient MSME sector—one that drives inclusive national growth through tech-enabled livelihoods.
The E-Beauty Advisor Program is anchored under Fondation L’Oréal’s global "Beauty for a Better Life" initiative, part of the L’Oréal for the Future sustainability strategy, which includes support for vulnerable communities alongside climate and nature goals.
“This is a powerful model for inclusive, sustainable livelihood building—where beauty meets digital empowerment,” added Teves. —Ed: Corrie S. Narisma
