The agreement, formalized through a Memorandum of Agreement with the Deed of Usufruct, was signed on April 13, 2026, at the CSC Central Office. Leading the ceremony were CSC Chair Atty. Marilyn B. Yap and BCDA President and CEO Joshua M. Bingcang, alongside Commissioner Atty. Luis Meinrado C. Pañgulayan and BCDA SVP for legal services Diana Joyce N. Basco-Galera.
50-year land grant for training complex
Under the agreement, BCDA granted CSC the use of a one-hectare parcel of land in New Clark City for 50 years, with a possible extension subject to mutual agreement.
The site will host a dedicated complex designed to serve as a national venue for training, learning, and professional development programs for government officials and employees.
The initiative aligns with the administration’s push to build a more capable and responsive government, the BCDA said in a statement on April 14.
By enhancing the skills and leadership of civil servants, the project aims to improve policy implementation, streamline service delivery, and ensure that government programs create meaningful impact for Filipinos.
Beyond infrastructure: A ‘cultural reset’
Yap emphasized that the planned center goes beyond physical infrastructure and represents a broader transformation in public service.
“This will not be an ordinary leadership and management development center,” Yap said. “It will be grounded in the unique demands of public sector leadership—anchored on Filipino values and shaped by our cultural realities—to cultivate public servants who can engage citizens meaningfully.”
She added that the initiative seeks to drive a “cultural reset” within government, focusing on strengthening values and mindset.
“We are hoping to build more than a facility, but a center for cultural reset in public service—a change in mindset focused on strengthening the values propelling the most critical asset of the government: its human infrastructure,” she said.
Strengthening New Clark City as a gov’t hub
For his part, Bingcang highlighted the project’s role in further positioning New Clark City as a center for public institutions and innovation.
“This partnership is about building the people behind the government,” he said. “When we strengthen the capability of our civil servants, we improve how services are delivered to every Filipino.”
He added that the development contributes to the long-term vision of New Clark City as a national hub for governance and capacity-building.
Development plans and modern facilities
As part of the agreement, CSC is required to prepare and submit a development plan within six months upon receiving planning documents from BCDA. The facility will be designed in accordance with the New Clark City Comprehensive Master Development Plan and related design standards.
BCDA, in turn, will assist in conceptualizing the project, preparing development plans, and supporting architectural and structural design, as well as the operation and maintenance of the complex.
The training center is envisioned to feature modern and sustainable facilities, including a plenary hall that can accommodate 300 to 500 participants, training classrooms, breakout rooms, and conference spaces. It will also house a data processing center, executive lounge, and board rooms.
Additional amenities will include boarding and lodging facilities, a dining hall, wellness and gym areas, and renewable energy features such as solar power systems.
Toward a modernized civil service
Once completed, the CSC National Training and Development Center is expected to become a premier venue for capacity-building programs that support the continued modernization and professionalization of the Philippine civil service.
