PEZA, Aboitiz expand support for ecozone investors

The Philippine Economic Zone Authority (PEZA) and Aboitiz Economic Estates are expanding a program designed to help investors navigate registration and set up operations in economic zones as the country seeks to turn growing investment interest into actual projects.

The next phase of EaseBiz will align its investor-support processes with the PEZA The One Portal System (PTOPS), strengthen investor education and improve coordination throughout the registration process, according to a company statement.

Aboitiz Economic Estates will also study expanding the program to help investors navigate business-registration requirements involving the Securities and Exchange Commission (SEC) and other government agencies.

Any additional services would be carried out through appropriate arrangements and service partners.

Investor support

EaseBiz provides industrial locators with a central point of coordination for identifying registration steps, preparing documentary requirements, tracking pending actions and facilitating the exchange of information among investors, PEZA and Aboitiz Economic Estates.

The support is aimed particularly at foreign investors unfamiliar with Philippine regulatory processes and working under specific construction and operating schedules.

The assistance now provided under EaseBiz dates to 2022 and has covered more than two dozen PEZA registration cases. Six investors have received support since the model was formalized in 2025.

“PEZA remains committed to enhancing ease of doing business in our ecozones so that investor confidence translates into concrete projects, quality jobs, and increased exports,” PEZA Director General Tereso O. Panga said in a statement.

Panga said the initiative was intended to improve regulatory services and accelerate investment facilitation as opportunities emerge from the Luzon Economic Corridor.

The corridor has drawn increased international attention to the Philippines as a potential industrial and supply-chain destination.

From interest to operations

PEZA and Aboitiz Economic Estates said the initiative addresses a practical issue for investors: how efficiently they can move from considering an investment to registering and operating a business.

PEZA provides the regulatory and investment-facilitation framework, while Aboitiz Economic Estates provides coordination and support closer to companies locating in its industrial estates.

“Investment readiness comes from bringing together the full set of conditions investors need: industrial land, infrastructure, reliable utilities, talent, regulatory guidance and continuing support,” Aboitiz Economic Estates president and CEO Rafael Fernandez de Mesa said.

He said EaseBiz gives locators clearer guidance and closer coordination as they move “from investment decision to operation.”

Aboitiz Economic Estates said its estates already combine industrial land, infrastructure, utilities, workforce development, sustainability systems and long-term estate operations. EaseBiz adds regulatory navigation and establishment assistance to those services.

Partnership continues

PEZA and Aboitiz Economic Estates, through LIMA Land Inc., have formalized the continuation of their collaboration under PEZA’s Investment Promotion Partnership Program.

The arrangement provides a framework for continued investment promotion, regulatory guidance and assistance to locators.

The expansion comes as the Luzon Economic Corridor puts a greater focus on the country’s ability to attract manufacturing and supply-chain investments and translate investment commitments into operating businesses.

PEZA and Aboitiz Economic Estates are positioning EaseBiz as a way to reduce friction during that process by providing investors with closer coordination as they work through regulatory and establishment requirements. —Ed: Corrie S. Narisma
