  • Philippine businesses face growing pressure to modernize workforce management as severe weather disrupts operations and employee earnings
  • Average weekly working hours declined from 40.6 in July to 39.2 in August, according to Philippine Statistics Authority data cited by AscentHR
  • AscentHR recommends automated payroll, flexible shift tracking, and real-time compliance systems to strengthen business continuity

Philippine businesses must strengthen workforce resilience through modern payroll and human resource technologies as increasingly severe weather disrupts operations, reduces working hours, and threatens employee incomes, according to HR solutions provider AscentHR.

The company warned that traditional disaster recovery measures are insufficient without systems capable of managing sudden scheduling changes, variable compensation, and regulatory compliance.

Financial pressure on workers

Latest Philippine Statistics Authority (PSA) figures cited by AscentHR showed average weekly working hours falling to 39.2 in August from 40.6 in July, with adverse weather contributing to reduced employment hours.

Although unemployment eased to 5.3 percent in August, underemployment remained at 11.9 percent, representing approximately 5.9 million Filipinos seeking additional work or income.

These disruptions complicate payroll administration while placing additional financial pressure on workers whose earnings depend on actual hours worked.

Compensation

Weather-related interruptions pose particular challenges for manufacturing, retail, logistics, and other industries dependent on shift-based operations.

"Operational resilience isn't just about disaster recovery, but it's about having payroll and workforce technology agile enough to accommodate weather disruptions and seasonal hours without administrative drag," AscentHR founder and CEO Subramanyam Sreenivasaiah said in a press statement.

"When extreme weather disrupts standard working patterns, business agility depends on automated shift tracking, flexible variable-pay engines, and real-time compliance safeguards that ensure employees are accurately compensated without delay," he added.

PowerPay, StoHRM platforms

With fourth-quarter seasonal hiring approaching, AscentHR urged employers to assess whether existing HR infrastructure supports flexible scheduling, localized regulatory compliance, and real-time workforce visibility.
